This does not infer that I disagree with arrangements put

forward in Governor of Hongkong's telegram No.6 to Secretary

of State for Colonies, which seems the best possible in the

circumstances.

I suggest that we should afford the Japanese such facilities

at Hongkong as are not definitely incompatible with treaties

or international law, and reap such advantage as we can in

return, while avoiding anything in the way of an obvious

bargain. This policy appears to me especially desirable so

long as we are left in uncertainty as to whether the United

States Government are prepared to associate themselves with

us in stronger measures against Japan.
